Do phone coolers work with powerbanks?

So, i purchased a telephone cooler + powerbank combo yesterday, and that i'm presently ready for it to reach. My doubt is…idk if it'll work. I received the Black Shark funcooler 3 professional, and a 20000 powerbank from Pineng; the black shark says it wants 2V or increased to run, whereas the powerbank says it could possibly output 2.1V.

Will it work? If not, are there different powerbanks that do work? If not, i’d simply hand over on utilizing a cooler, since needing to make use of a outlet with it appears an excessive amount of of a problem for me.
