“While you go to the combatant instructions, they’re, in fact, fearful that you simply’re standing up a brand new combatant command with separate authorities, and the way will that work? A giant a part of our outreach was going to these combatant instructions and speaking about how Cybercom would assist them versus how Cybercom can be supported.
