Transferring money from overseas (India) using Bitcoin?

I’ve household in India and the PM is at it again–demonetizing financial institution notes, this time the 2000 rupee notice. Does anybody have any expertise with the feasibility of shopping for BTC in india with out KYC? A member of the family has about $20k USD price of rupees at stake.
